Nine-year-old Jessica Lunsford disappeared from her bedroom at her grandparents' home

in the middle of the night Feb. 23, 2005. A massive search was launched for the missing

girl that drew the attention of national television networks over the following three weeks.

 

Police found the body of Jessica Lunsford buried in a shallow grave under the back porch

of a mobile home less than 150 yards from her home on March 18, 2005, a day after a

convicted sex offender told authorities that he had killed the nine-year-old.  The man who kidnapped, raped and murdered 9-year-old Jessica Lunsford and buried her alive behind

his sister's trailer

Mark Lunsford’s tireless work with Jessica’s Law was his gift back to his daughter. It

also represented a parents fight to protect all children against child sex predators. 

Lunsford, a self proclaimed redneck, was one of the most unlikely advocates for child

safety against sexual predators. However, Mark Lunsford became part of a fraternity

that no one wants membership to as a parent who lost a child at the hands of a predator. Mark Lunsford is a true American hero as he represents John Q. Public

and what one person is capable of accomplishing. Mark is the embodiment of the

common man and just how much change that anyone is capable of doing when they

fight back against evil rather than let it consume them.

 

These outrageous crimes could have been prevented, which is why I am calling on every state in the

union to pass a version of "Jessica's Law." The legislation is named after little Jessica Lunsford, who

was just nine when her life was brutally ended by a sexual predator who had previously been convicted

of sex crimes against a child. The crime forced Gov. Jeb Bush and the Florida legislature to mandate stiff minimum sentences for child abusers, who had all too often been slapped on the wrist by lenient judges. 

There is simply no question that Jessica's Law will save lives, and similar laws need to be instituted in

every state. Which is why we at The Factor have been putting pressure on Governors. Now it's your turn.

We have investigated all 50 states to determine which ones are tough on sexual predators and which

ones treat these criminals with kid gloves. You can find out where your state ranks elsewhere on this

web site. If your state is soft or noncommittal, I urge you to write your Governor, who is paid by YOU.

a direct message to your state's chief executive. Please tell him or her, in your own words, how im-

portant this issue is to you - and remind the Governor that all politicians are ultimately accountable to

you and your fellow voters. 

This is literally a life-and-death battle to save our youngest and most vulnerable citizens from abuse,

torture, and murder. I hope you'll do your part.

Implementing a tough, comprehensive plan

The passage of Jessica’s Law was a historic victory for the state of California, which has the

highest population of sex offenders in the nation. As this population grows, the process

of tracking perpetrators and protecting innocent Californians becomes increasingly complex.

Jessica’s Law provides crucial enhancement to current laws and policies in the detection,

tracking and apprehension of sexual offenders. The Governor proposes a comprehensive

Sex Offender Management Plan to ensure this new law is implemented alongside other

measures to ensure Californians’ safety. 

The Governor’s three-part Sex Offender Management Plan will implement:

  • Recommendations by the Governor’s High Risk Sex Offender (HRSO) Task Force

  • Jessica’s Law

  • Recent legislation related to sex offenders
